Do the pages truly have to be static? I do something that only requires CFFILE to generate its run of templates ... which are just copies with different filenames, where the filename incorporates the key ID and there's code inside to pull that ID out and use it. Doesn't affect the resources the page needs to display, but is an easy way to make the page crawlable. I can provide a code sample if you'd like.
