the <LINK ...> tag should always appear in the <HEAD></HEAD> section of
the generated HTML document, unless your application.cfm also includes
this section, putting the <LINK ...> in there would cause it to appear
outside the <HEAD></HEAD> section.  

i.e it's makes for bad HTML.
