If you mean in-line images (so that the email client does not need to connect to a web 
site to retrieve the images) then there are
two solutions that I know of:

iMS - www.coolfusion.com/ims.cfm

and

CF_advancedemail   - 
http://jochem.vandieten.net/coldfusion/customtags/advancedemail/advancedemail.html
