</CFOUTPUT>

Do you get multiple records?

You could do something like this:

Create a new file called Query2loop.cfm looking like this:
<CFOUTPUT Query="Query2">
         #Column22$
Then do
<CFOUTPUT Query="query1" group="column1">
         <CFMAIL....>
         #column1#
         <CFINCLUDE template="Query2Loop.cfm">
</CFOUTPUT>

That way it'll loop through the first query and then do a nested loop 
through the second.
