First, it's setclientcookies with an S, but I presume that is just a typo.

If you are using a cflocation tag on the pages, the cookies won't be 
set (is that true with client cookies?). But it should be set on the 
next page, as long as the cfapplication tag is still loading in that 
page through application.cfm or whatnot.
