For simple resizing, have a look at the cfx_Image tag mentioned in another response. If you need anything more than that, have a look at ImageMagick (http://www.imagemagick.org). It is free and extremely powerful.
The downside is you have to invoke ImageMagick from the command line using the CFEXECUTE tag. You'll probably find more hosts willing to install a custom tag than who've enabled the CFEXECUTE tag.
