The second question I would ask is: What standards are you going to follow/ignore.
The geneology field has been using computers for a lot of years, now. There is a lot of "prior art". As for reporting, I would agree with Carl. A Requirements Document is your very first step (what do you want the program to DO?) (For example, does your application need to allow add/editing/deleteing of data, or does the data already exist, and you just need to display it?)
