I agree that you should get in the habit of having a development / testing / and live site. I can also envision times where it may be acceptable to combine the development and testing site (A 2-tier model instead of a 3-tier model). I don't see why that makes it bad to open a file via RDS or FTP. Take this scenario. A site sits out there on a development server. I access it via RDS from my local machine. DeveloperB accesses it via RDS from a machine local to him / her. What is the problem with this? I believe you mean to say that it is bad practice to edit a live site. I would agree.
