Just connect to the web server (usually port 80) and type something like:

GET /INDEX.CFM HTTP/1.0

The format is:

COMMAND <SP> DOCUMENT <SP> HTTP version

The command can be GET, POST, HEAD, etc. but it would be difficult to do a post in 
telnet...

Just remember to hit RETURN twice.
