What I've been told is simply that the accuracy of CF's timers is +/- 10 milliseconds, so anytime you see a value, such as 18 ms, it could be in actuality anywhere between 8 or 28 ms. This manifests itself in the display of either 0 or 10 ms for any values low enough, again according to what I've been told.
