RDS will work over whatever port you configure the web site it's part of to run on. I almost always put RDS on its own hostname with a non-standard port.
As for SSL, that depends.. are you developing on a local network or over the Internet? SSL is good to have for remote development, but it does add a bit of overhead on the server.
