OK, the reason is that your NewOrderList has apostrophies, and I'm
betting that Title doesn't - also, you're not using
PreserveSingleQuotes() on the string in the SQL
Try
ORDER BY CHARINDEX(',''' + Title + ''',' ,
'#PreserveSingleQuotes(newOrderList)#'), Fullname;
