I work for the government and we are mandated to comply with Section 508 standards. Within these standards, there are limits to the speed of animation or scrolling banners. They must be withing a certain range. I guess I am looking for anything that will measure the speed of the graphic (I was asked for MHz but it may be FPS). Any help would be greatly appreciated (if you don't help, I'll go ahead and appreciate you anyways!)
