For you second option(CD) The only option to create a stand alone CD is "Macromedia Director" Or now referred to as "Macromedia Director 8.5 Shockwave Studio". You can use their proprietery code language to develop this and you can tie it to a database on the CD etc.
However the above solution takes a long time to develop. You can almost write a CF app to write html pages with links to the PDF and burn all the HTML files, images onto a CD which can be accessed using a basic browser. This CD will work standalone except that the user needs a browser.
