Yes, but I'm biased ;D CF_MenuMonger Pro was just released for Milonic menus, and fully form and data-drives the menu creation/design process. It includes a $30 commercial Milonic license in its $35 price tag.
Pretty bomb-proof, although it might be smart to wall off the menu panel administration with a little simply-added security in the app you wind up plugging it into, to keep them from putting in bad parameters and breaking the generated output.
