It seems that Outlook 2000 does not like HTML when you are using it in the Corporate/Workgroup mode. I finally found an article about it last night on M's site. Changed my email setting this morning and walah, email comes in correctly like it should.
Seems they could fix this problem, so others don't have to go through this. It looks like we are going to switch to qmail for our email server, any suggestions for a different email client than Outlook without having to dump a lot of dough? Thanks again to all who looked at this issue. If so, yet another reason to dump Outlook. If not, start looking upstream (open the mailbox file on the server etc.).
