If you are going to do simple rules, just put them on the router (we got NBT and SNMP blocked there). But don't overestimate the amount of security you get from that. If you want to get a real firewall with decent protecting, you need to put a separate box in front of your webserver and run the firewall software there (or buy a not-so-nice priced black-box PIX from Cisco).
