I dont believe this is possible. Imagine the security implications - images could be substituted for other, perhaps, more malicious content. In order to do what you require would defeat the purpose of using HTML, especially if the content is dynamically generated.
Test your use of using HTML mail first and you might be surprised to come up with an alternative solution. Or stick to text (which I prefer) with links to the "full content".
