OK. When I tried it with flavor being "xml", it worked just fine. The
browser doesn't display it as an XML document simply because I'm fetching it
and dropping it within an HTML page. When I added a CFCONTENT tag to my
code, I got an XML document output to the browser:

<!--- beginning of page --->
<cfinvoke webservice="http://webservices.tei.or.th/getQuakeData.cfc?wsdl";
        method="fetchquakedata"
        returnvariable="anXMLDocument">
        <cfinvokeargument name="weeks" value="3.0">
        <cfinvokeargument name="flavor" value="xml">
</cfinvoke>

<cfcontent type="text/xml"><cfoutput>#anXMLDocument#</cfoutput>
