Mike, I've seen this before. Your problem lies in the fact that the JRUN proxy is caching template compilations. There is a flag you need to throw in one of your XML config files (I believe it was JRUN.XML or something like that). Sorry I'm not more help at the moment - I'm heading off to bed right now, but feel free to shoot me an email in the morning if you still don't have it working (I spent several hours trouble shooting the server hosting cflib.org along with Ray Camden and his network admin... we were experiencing the exact same behavior).
