Why set anything? If you're down to this simple of a decision (0 or 1), I
would run the query, then use the variable RecordCount in my output since it
already exists. Like so...
<cfif QueryName.RecordCount IS 0>
do stuff
<cfelse>
don't do stuff
<cfif>
