Well, if it is just a picture slide-show, then I would personally just create a web page to handle that. The only reason I say this is because if you are using high quality images, then the Flash movie could end up being rather large.
If you want a presentation with pictures (with transition effects) AND voice, then you should look into using Flash, then you can stream and buffer the sound and pictures files, so the end-user would not notice the Flash file being so large. If you're rusty with Flash, try to pick up Flash MX, because the majority of simple ActionScripting can be done effortlessly (i.e play, stop, goto) with the push of a button. - Gary W.
