You don't need an absolute reference. And there doesn't appear to be anything wrong with the structure of your DOCTYPE declaration.

If you have Internet Explorer 5+ on Windows, try opening the document in your browser. If the XML 5+ document and its DTD are valid, you should see IE's default representation of your file.
