You don't need an absolute reference. And there doesn't appear to be
anything wrong with the structure of your DOCTYPE declaration. 

However, if I were you I would try changing the name of the DTD (and the
reference to it) to something like:

"JobPositionSeeker11.dtd"

And see what happens.

The Toolkit is simply passing out the error from the MSXML parser, which
is apparently unable to process your documents. If you have Internet
Explorer
5+ on Windows, try opening the document in your browser. If the XML 
5+ document
and its DTD are valid, you should see IE's default representation of
your file. If not, you know that there's something wrong with the DTD.
Have you tried making an absolute reference to your DTD, rather than a
relative one? For example:

<!DOCTYPE JobPositionSeeker SYSTEM "http://mydomain.com/myDTD.dtd";>

rather than

<!DOCTYPE JobPositionSeeker SYSTEM "myDTD.dtd">
