First steps I would suggest would be get CFMX, start writing html that
validates to xhtml1 and use style sheets.

CFMX will allow you to manipulate your entire documents as a single xml data
structure if they are valid xhtml. The opportunities here are huge, so I
won't start going into them - do some reading on CFMX's xml related
functionality. Using style sheets & the "media" attribute you can format the
data (xhtml) differently for each of your output mediums (print, screen,
handheld, tv, etc..).

Essentially what you should aim for separation of data (xhtml) from
presentation (css). Doing this will make your content management much
easier.

Books:
Not sure, http://www.oreilly.com/ will probably have heaps of relevant
titles covering xml, xhtml & css. I don't think they have a CFMX book yet
but I would look out for it because their CF5 book is really good.

Sites:
www.zeldman.com and the sites he links to have some good stuff (like
http://www.nypl.org/styleguide/ & www.alistapart.com).

http://www.fullasagoog.com/ is a collection of CFMX & other macromedia
related blogs with heaps of good stuff (this site is all built on CFMX's xml
tools and a prime example of what we are talking about here).

Tools:
A good code editor -> Notepad/Editpad/HTMLEdit/Coldfusion Studio
CFMX, a web server & database
XMLSpy??? (never used it but have heard many people mention it)
I don't think you really need any special (or high end) software or hardware
to do what you are talking about, of course this depends on the load &
volume of data.
