I think the problem is rather that the RTC itself is misconfigured and off
by 8 hours:
gcc401$ date -u
Fri Jan 7 11:38:56 AM UTC 2022
local$ date -u
Fri Jan 7 19:40:38 UTC 2022
Systemd seems to complain as well:
$ dmesg | grep RTC
[ 6.959230] systemd[1]: RTC configured in localtime, applying delta of
480 minutes to system time.
