couple of things correct me if I am wrong but preloading images only works if you use JavaScript to switch the images, not with a style sheet. The image is cached within the browser and is accessed through the object reference, not the image it self.
Secondly, there is a bug in IE that images used in style sheets are not cached, so each time you call a class for your rollover, the image is re loaded into the browser which causes the flicker if you are using style sheets to control your image mouse overs.
