Had the same issue a while ago, but on our dev server!
 
Best thing to do: back up your settings (lib?) dir, uninstall everything to do with CF, install CF 7. Copy settings as required (I actually deleted the settings in frustration so cannot help you get your settings going)

might be a long shot, but check your virus scanning software. I know McAfee caused me grief a while back, and it wasn't obvious.
