Have you tried avoiding IIS altogether?

Eg: install multi-server version (even on a port IIS does not listen to) and test the same code.

I was a fool and upgraded to WinXP Pro just for IIS. Truth is the JRun integration is easier to setup than IIS.

Obviously this is not the case for every option but try CF/Jrun on a different port and test the code there.
