tough question,
what do you think your time is worth ?
Is this going to be your full time living?
how much does an hour cost you ?
how much do ya think the client can pay ?
if this is going to be your bread and butter then you have to work out how much ya think you'll earn, how much you want to earn, how much tax you think you'll pay etc.
then what you think your time is worth then what you think your competitors are chargeing etc
how do you charge for a static site ?
do you work out your cost by how many hours work is involved ?
if so then you want to charge atleast the same plus more etc.
