Chris, I can't say for sure if it's Enterprise only, but I can share this. I
did a blog post yesterday

where I listed several resources to learn more about the Chart Designer. Not
one of them referred to it being only in Enterprise, so I would suspect not.
(Some may know that we who use the "Developer edition" are really using a
single-IP Enterprise edition, so Chris's point is a good one to ask.) 

And to Andrew's point about how to use it and being little doco, they seem
to have sorted that out. I not only point to blog entries and articles with
lots of screenshots and clear steps, but even the CF7 docs now explain how
to use the designer and integrate it with CFCHART, etc. 

Finally, note as well that I gave thanks to Dale in the blog post for first
making me aware of the new charting designer. :-) While 6/6.1 were indeed
also based on WebCharts, they did not include this designer. 

As I said in the blog post, a lot of this news was shared back in 2005 when
it all first came out, but for those not listening (perhaps not as quick to
move to CF7), it's worth being reminded about.
