iinet haven't rolled out by themselves, as far as I am aware of there are a number of ISP's that have joined together to help roll the dslam network out, which also include Optus in that. Telstra had been invited from what I gather and ended up declinig and Telstra being telstra knew that to join the consortium they would loose monopoly, this was on ACA about 5-6 months ago.
