Steve, I haven't really looked into it as of yet. And I know Scott Barnes will be able to shed more light on it, and as you did say windows.
There is a way to hook into the .Net Framework to do the job for you, there are plenty of scripts to do the Virtual Directory, Create website, change ports binding etc. But you will have to write the com objects for anything under Coldfusion 8, which now has the .Net hook for CreateObject that you can then leverage off.
