I ended up using Paragon
 
What I was trying to do was make a VM virtual disk bigger and I though I
could just expand it be adding another virtual disk but no go.  I did some
hunting and found that VMServer does have a tool for increasing the size of
virtual disks but it is command line only (you would have thought they would
have built it into the console.....) so I did that and then use Paragon
Partition Manager to extend the partition into the unallocated space.
 
All good now:)

I know the last time I used Symantec (powerquest), it won't even run on
Vista something to do with the NTFS file system being different. But the
paragon one ran without a problem, maybe this is the same with Windows 2003
server.

Can anyone recommend some software to modify partitions on a windows
"Server" machine?  From what I can see, and I have tried to install it,
Partition Magic does not support server OS.
