2 Things...
Both lead to permission or group issue 1) Coldfusion needs to run as an account with the rights to do what is needed in that directory. This is highly likely your problem as you have indicated, a quick check on the account and its permission will solve it as you suspect. 2) This is also relavant, but might not be in your case.
