Thats for errors, and it is "site wide" meaning site specific and the
template needs to be there for it to work. I am running a hosting
environment so the file wont be there so i need to control it at a higher
level

Isn't that what the site wide error handling is supposed to override?

But for an FYI to others, that location also has the default templates for a
host of other things CF related. However modify with extreme caution.

I am doing this from a hosting perspective and sites wont always have the
missing template file in the site folder, in fact unless i put it there then
it wont be. I am wanting to control the output regardless of the website.

(Maybe I'm not understanding the question) In the CF Administrator, bottom
part of one of the settings pages.
