I'll wave the Mapguide Flag here, it's also open source with a commercial bundle from Autodesk with a really nice gui, mapguide studio...
I'm quite involved with the project and blog a lot about it http://zacster.blogspot.com/search/label/mapguide It has a java api so you can work with it via CF...
