The Australian groups are in the Pacific Category because that's the region you're in (also NZ and same would be true for groups in Pacific Island countries such as Fiji, Samoa and others if there were any).
The sort order of the groups on the home page is by members on the Adobe groups system (_not_ actual members of the group, some UGs don't even use the Adobe groups website and therefore the numbers are not really saying much).
