Given that at WebDU a couple of years ago, one of the Adobe guys told me that the principal business of Adobe was building development tools, I doubt if they would make it free or near-free.
And that would also mean they should be preparing quite a lot of documentation and other materials showing why paying for Bolt is better than using CFEclipse for free. Just my speculation.
