Open Source Web Design (http://www.oswd.org/) hasnt had a new design since 2007, which is a pity because it's a good project. There's nothing wrong with the templates there, but they'll be getting dated.
There's another open source template site called Open Web Design at http://www.openwebdesign.org/ and it has a much higher level of traffic and a lot of newer designs. Not necessarily better of course, but newer. These templates are no substitute for a properly coded standards-compliant bespoke site, but for a quick project to get something on the web TODAY, or as an idea starter, they're very useful.
