What it says is that CF is a very effective RAD tool. While I've never done this, I have considered it when I've been engaged at the requirements / high-level design end for projects destined for other platforms. It would seem that a PHP house (with, one assumes, seasoned PHP developers), finds it more efficient to use CF for prototypes that will then be cast in PHP for production. This is really telling, but it's what Adobe have been saying for ages when they show the figures comparing dev effort across different environments. The fact that PHP is the incumbent in the first place begs the question, why? But, as we all know, these things rarely make sense.
