Agreed here, there are some people that do claim that it will. And the main reason for this is that RESTful, addresses some of the limitations that soap has.
But it is down to preference and choice. As for ColdFusion, ColdFusion has been able to do this for a very long time. ColdBox has a very nice Rest Service built in where you can even lock your handlers/controllers down by the type of REST request.
