Is there anything in the ColdFusion logs, or JRun if you set up a multi-server environment that might give more clues?
I would advise to stop ColdFusion and delete all the logs, and the restart ColdFusion and then try to use an external connection again and see what the logs of ColdFusion and IIS are saying.
