Once there was a prospersous small community of germs living in a petri dish. There was enough to eat, and life was ok - the population doubled almost every hour. Some of the germs were concerned about the population growth and thought perhaps more thought should be put into long term planning, but the other germs said "hey, that's a long way off and we're all too busy beating other germs to the food".
Time passed, and things began to get very crowded. In response to the rising panic a city council meeting was called to discuss the issue, and as a result a great engineering project was undertaken to construct an additional seven petri dishes, despite the cries of a few who claimed that they'd missed the crux of the problem. Three hours later they were proved right.
