If i am understanding you correctly:
 
flash movie on mouseover movie plays?
 
if so - all you need to do is turn your image into a button symbol and turn the button into a movie in flash.

Ok, before I ask this really dumb question, I want you all to promise not to yell at me.
 
Is there a way to simply roll your mouse over a part of the screen, where presumable a flash movie is lying in wait, and that when the mouse rolls over it, the animation begins and goes through till it ends, and have this embedded into a normal web page so that a visitor thinks that its just an ordinary picture and gets a pleasant surprise when the picture starts moving.
 
Just a simple yes or no will do, however if its yes, has anyone seen this done and if so could you point me to the URL so I could see it in action. If no, then sorry to bug you.
