I know it seems a touch on the obvious side... But you have checked the username/password/sql server address and you can ping/telnet to the sql server on 1433? Do you have enterprise manager running on the same machine as your CF Administrator? Can you open the database from there? The sql server is up and running correctly? You deffinetly don't have caps lock on or if your copying and pasting your not appending a trailing space or something?
