I don't think you can override any of the key controls that are tied to
the operating system. Those would be key combinations like Alt+f for the
file menu, ctrl+s for save etc.

You might be able to use Javascript to have a certain keystroke
combination submitting the form, but I think the ones that are already
bound to the browser are fixed in Internet Explorer and you will end up
with the save page dialog if you try to map ctrl+s to form submission.

You might be able to use ActiveX or Flash to get around this. I'm not
sure whether IE allows an ActiveX control to override the default
shortcut keys, but I suspect not.
