Not to suggest that you don't know what version of CF you are running, but
are you sure the production server is running CF 4.5?

URLDecode was introduced with 4.5, so the first thought that comes to mind
of an error returning "no ColdFusion function named URLDecode" is the
version just might be pre-4.5.
