Adam suggested having a tag write a little batch file to run the FTP from
the command line.   He very kindly sent me the tag he wrote that creates
this batch file, and I have run the batch file manually on my job and it
worked.  So I think that's the way I'm going to do it.

I was having some CFFTP dramas once so I wrote
Some code that writes a bat file then executes
The bat with cfexecute.. Which ftps the files
The same as doing it from the command prompt..
