Is this the same case with DIVs and other elements that can have scroll
bars?

Because I actually got it to work using CSS on a text area

Once an iframe has been rendered i'm pretty certain you can't repaint its
state. Also keep in mind that a body tag within the iframe can override the
iframe scroll in that if you put <body scroll="no"> it will not be a
scrollable entity.
