Hey Taco,
AFAIK, the .biz, .info etc GTLD's have always been accessible to all, without any browser plug-ins or other junk. They're proper ICAAN-approved GTLD's, and sit in the regular DNS namespace, same as the .com's, .net's etc.
You might be thinking of the dreaded Net.net browser plugin, that allowed you to have domain names like .golf, .auction, .scifi etc....?
